The insurance regulator for Hong Kong has recommended draft guidelines that could allow insurers to invest in cryptocurrencies and tap the huge capital base that the industry has.
Background on Virtual Asset Regulations
The Hong Kong government launched a licensing regime for virtual asset trading platforms on June 1, 2023.
It ensured that all centralized virtual asset platforms operating in Hong Kong were approved by the Securities and Futures Commission to enhance the protection of investors in the sector by bringing more clarity to the sector that initially discouraged institutional investors from engaging in virtual assets.
Regulations for Insurance Investments Proposed
On December 4, 2025, the Insurance Authority in Hong Kong gave a presentation on the regulations that will allow insurance companies to own crypto assets.
Insurance companies will be required to set full reserves for these assets. Stablecoins will attract risk charges corresponding to their underlying fiat currencies.
The regulation aims to align the insurance sector’s investments with governmental strategic objectives for the development of digital finance.
For public consultation, it is scheduled for February to April 2026. As of June 2025, there were 158 licensed insurers.
Impact on Market
The industry realized a total of around HK$635 billion ($82 billion) in gross premiums in 2024.
This amount constitutes a significant fund source that could be channeled into virtual assets through the new regulatory system.
It could boost the virtual finance industry by attracting confidence in other institutions.
It should be noted that the rules are contrary to the normally stricter approach in neighboring regions, making the region a hub for institutional money in the digital currency market.
But the high risk charge ensures cautious use.
The virtual asset regulation rules will, if approved, promote the integration of the digital economy and the traditional fund sources in the insurance industry.
