On July 23, 2025, the Trump administration launched a bold strategy to secure U.S. dominance in artificial intelligence (AI). Titled “Winning the Race: America’s AI Action Plan”, this 28-page policy document outlines over 90 federal actions to position the United States as the global AI leader.

Developed by the White House Office of Science and Technology Policy and AI and Crypto Czar David Sacks, the plan emphasizes deregulation, private-sector growth, and national security to compete with rivals like China. It follows Executive Order 14179, signed in January 2025, which called for removing barriers to AI innovation.

The plan aims to foster economic growth, national security, and human prosperity through AI. At the “Winning the AI Race” summit in Washington, D.C., President Trump signed three executive orders to support the plan. These orders focus on speeding up data center permits, promoting AI exports to allies, and banning federal use of AI with perceived ideological biases, such as those tied to Diversity, Equity, and Inclusion (DEI) or climate change.

Three Pillars of the AI Action Plan

The plan is built on three key areas, each with specific actions to advance U.S. AI leadership. Below is a breakdown of these pillars and their goals.

1. Accelerate AI Innovation

This pillar focuses on removing obstacles to AI development and ensuring AI reflects American values like free speech. Key actions include:

  • Cutting Regulations: The plan seeks to eliminate restrictive federal and state rules that slow AI progress. It discourages states from creating their own AI laws to maintain a unified national approach.
  • Promoting Open-Source AI: It supports open-source and open-weight AI models to encourage competition and innovation.
  • Updating Procurement Rules: Federal guidelines will prioritize AI systems free from ideological biases, excluding references to DEI or climate issues.
  • Investing in Research and Training: The plan boosts AI-enabled scientific research and workforce training for AI-related jobs.
  • Enhancing Safety Measures: It aims to improve AI evaluations and protections against synthetic media in legal systems.

These steps aim to create a flexible environment for AI growth while aligning with the administration’s priorities.

2. Build American AI Infrastructure

AI requires significant energy and hardware, and this pillar addresses those needs. Key actions include:

  • Streamlining Permits: The plan speeds up approvals for data centers, semiconductor factories, and energy infrastructure while prioritizing security.
  • Expanding the Electric Grid: It calls for modernizing the U.S. power grid to meet AI’s energy demands and reducing reliance on foreign semiconductors.
  • Securing Military Data Centers: High-security data centers will support defense and intelligence operations.
  • Training Workers: The plan invests in training electricians, HVAC technicians, and cybersecurity experts for AI infrastructure.
  • Promoting Secure Technology: It pushes for “secure-by-design” AI systems and stronger federal cybersecurity responses.

These efforts aim to strengthen domestic capabilities and address energy shortages compared to competitors like China.

3. Lead in International AI Diplomacy and Security

This pillar focuses on expanding U.S. AI influence globally while countering adversaries. Key actions include:

  • Exporting American AI: The plan promotes secure AI packages, including hardware and software, to allies.
  • Countering China: It strengthens export controls on advanced chips and limits Chinese influence in global tech standards.
  • Enhancing Global Security: The plan invests in biosecurity and evaluates national security risks from advanced AI models.
  • Closing Export Loopholes: It aims to prevent adversaries from accessing U.S. technology through stricter controls.

The administration sees global AI leadership as critical to economic and military strength, emphasizing practical applications over raw technological power.

Reactions to the Plan

The AI Action Plan has sparked both praise and criticism from various groups.

Support from Industry and Allies

White House officials, including OSTP Director Michael Kratsios, called the plan a “decisive course” for U.S. AI dominance. Tech leaders like Nvidia CEO Jensen Huang praised Trump’s vision, describing him as America’s “unique advantage” in AI at the summit. Industry groups, such as BSA, commended the focus on workforce training and infrastructure. Posts on X reflected enthusiasm, with some users noting the plan’s potential to boost tech stocks like Nvidia and Microsoft.

Criticism from Advocates and Experts

Critics argue the plan prioritizes corporate interests over public safety. Over 100 labor, environmental, and civil rights groups released a “People’s AI Action Plan”, claiming Trump’s strategy ignores AI’s impact on workers, equality, and the environment. The Guardian described it as a “gift to Silicon Valley,” influenced by heavy lobbying from tech giants like Alphabet, Meta, and OpenAI. The Council on Foreign Relations highlighted risks, including open-source AI enabling harmful uses like deepfakes or weapons, and potential errors in military AI due to its complexity.

On X, critics called the plan a “time bomb” for tech companies due to its anti-DEI mandates and raised concerns about preempting state laws. Some warned that abandoning safety measures could harm national security and public trust.

Opportunities and Risks

The plan offers clear benefits, such as faster AI development and stronger competition against China. Its focus on workforce training and infrastructure could create jobs and bolster economic growth. However, experts warn that deregulation may amplify biases or security vulnerabilities if ethical guidelines are overlooked. The emphasis on banning “ideological” AI could also limit innovation in areas like climate research.

To address risks, experts suggest improving threat intelligence, restricting dangerous AI outputs, and funding international partnerships to balance innovation with safety.

Looking Forward

Trump’s AI Action Plan sets a clear path for U.S. leadership in AI through deregulation, infrastructure investment, and global outreach. While it has strong support from tech leaders, critics urge caution to ensure AI benefits all Americans without compromising safety or ethics. As the plan unfolds, its success will depend on balancing rapid growth with responsible oversight.
